I had a season ticket at Leicester Tigers (rugby) for a few seasons in their standing area. When they worked out how many people could fit there, they must have not factored in that 90% of rugby fans are male, and a large number of them are also rugby players themselves (i.e. on the large side, both horizontal and vertical).

The atmosphere was fantastic, even though you could only see 30% of the pitch.

Nothing will happen - same as everything else when the police are involved.
