I think Murray's had a genuine plan to ensure he gets his 2nd serves in, even if they're short and slow. On the whole it's worked because Fed hasn't gone after them that aggressively but he'll have to change it up vs Djokovic (if he gets there).
That specific 2nd serve was definitely awful though.
