Not true for MNF. A few teams don't have either SNF or MNF (Titans, Jags to name a couple, though we do get a return to the illustrious TNF between the two of them week 3).
Not sure what all the hype is for the SNF schedule as released. Some good games sure, but some of the better games are actually on CBS/FOX as part of double headers. And because the of the rules, I doubt that the CBS/FOX would allow say, Chiefs vs Patriots to be flexed out.
For example the Patriots play their SNFs and MNFs against the Steelers, Jets, Ravens and Texans. They could be playing the Chiefs, Browns or Cowboys in those slots.
Likewise the Chiefs. Their feature games are home include Indy and Bears among other matchups, particularly the Bears matchup since its Week 16 and is a chance to be flexed for sure (Ravens vs Browns a good divisional candidate to be moved).
