depends on how you're grading.
there's a few teams that have a very good chance of being top half most years, maybe even getting mostly top 8 finishes, but almost no chance of winning a 7 game series against the top 1-3 teams in any given year:
cousins / derozan / lowry
jokic / jrue / barnes
gobert / westbrook / jjr
capela / beal / rubio
dipo / wall / horford
are a few that jump out to me. (just my opinion of course, im sure owners would argue various upside).
the teams with top 7 players (top 9 picks, excluding luka and KAT) are guaranteed to be super good by virtue of having the best player on the court against any of the above teams.
if you're in that 10-20 range (which definitely seems like the worst draft slots), you gotta be be willing to take some risks if you want a chance of winning, because you aren't going to necessarily get a ton more value in the 1st round than the last few, and you're constantly picking behind them later on.
having a fighters chance from the 19th slot aint bad.
