Trying PT3 and at the end of the installation it asks if I want PT3 to install PostgreSQL. Not sure what this is.

PostgreSQL is a database engine. See
www.postgresql.org
You will need it for running a 3rd-gen tracker, pretty much any of them.

It's database software. It's the software that stores all your information that PT3 stores and reads from.
