Does it exist? Web(browser no install) based android emulator - with ability to access my paid apps Basically I would open browser on PC go to that service website and be able to run my phone apps(paid apps) from the browser without instaling anything to desktop.

A browser itself could never emulate an Android device. You could though use a service such as Kobiton, that have devices running in their data centers. This is feasible if it's just for testing the app, but you pay per minute, so if you're actually running it for any amount of time, it will be costly.
