What Dazarath said, you have to disable UAC while you are installing postgres, just follow the installation guide from poker tracker website. You can re-enable UAC after installation is done, no problems whatsoever. Good luck.
To get to UAC follow these steps:
Open Control Panel
User Accounts (switch to Classic view if you cant find it - button on left side)
Click on "Turn User Account Control on or off"
Disable it and reboot
Start postgres install
After it's installed you can enable UAC if you want by repeating the procedure
