I complained about this to Stars support and was told it was because my connection was failing momentarily and the news window appears because it thinks you've just connected for the first time. Along with the usual stuff about testing my connection and how it's everyone's fault but theirs (this is the Stars equivalent of "try turning it off and on again" and comes with pretty much any reply).
Personally I think their software should be more resilient to dropped packets or minor delays in transmission or whatever other qos issue confuses them. I run quite a lot of highly interactive software which doesn't have any problems - including other poker clients - and I've got a 50Mb/s connection so speed usually isn't a problem. I just don't buy the idea that their software is super-needy in that regard. Also I don't buy the idea that the news window has to pop up after a momentary disconnect - just sounds like sloppy programming.
In any case, there is no excuse for the news window being modal (meaning you can't interact with other windows while it's open) - that's by design or incompetence as you have to tell Windows to make it modal. I think they would get more readers if you could leave it open while playing.

Thank you for your email and allowing us to be of assistance.
By design, the News pop-up is only supposed to appear once when you first login. If you are seeing it during play, this actually is indicative of
internet connection problems. You are losing connection very briefly and
then the system restores the connection, but upon doing so the News pop-up appears because technically it is as if you has just logged in again.
If your connection is only poor for PokerStars or has been a long-term
reoccurring connection issue, it is possible it is revealing a connection
stability issue that will not manifest itself on most other Internet sites
and applications...
