most of excel is closed and proprietary. The implementation is hidden. Thus open office has had to reverse engineer in the dark the excel formats and functionality.
With .net microsoft has made C# and open international standard, has provided extensive documentation on .net framework and even assisted mono development with the release of internal code. Everything that is produced from .net is merely converted into CIL and compiled at runtime. This provides huge insight into "what" is happened and makes building a cross platform standard far easier.
The two aren't even close to comparable.
