Is it legal on PS and FTP? From what it seems I would think that it's not since it tells you the odds and basically it is letting you know what you should do.

Its not on the Stars or Tilt list of allowed/banned software. Guess the only way to find out is to email them.

It is on there list of prohibited programs.Also it is -EV to buy the program and then email stars and ask if its prohibited.Bad line.
