I think you are combining two different issues here. Clearly full tilt does not render svgs well at small sizes, but this is not a problem with the vector graphic format. This is the item we should address, they should improve the way they render vector graphics.
Going back to use bitmap based cards may be useful for some people. Those who have spent a great deal of time creating bitmap based decks, for instance. But this is a different issue.
Bitmap based images such as pngs are not meant to look good when scaled, but vector graphics are. Clearly vector graphics are a better choice for poker table graphics, but the implementation needs to be improved significantly.
