Yes, flatting flop is possible and is definitely ok. There are some pros and cons compared to raising. Fold equity is one. Weak visibility is another, even with position. That pair of nines is currently leading high a decent amount of time. So I disagree that there is no reason to raise flop.

Sure. However, when the pot is already big (like it clearly is here, only 1,5x pot behind), even fighting for a split can be better than letting it go.
I am not much into creating simulations, but for those who are, you can play around with propokertools. Hero doesn't need that much equity even to get it in on the flop profitably.
