Nut-low with nut-flush draw and a wrap is pretty high-equity hand to have on this board. Only hands that can play stronger then yours are A223x / A355x / A3JJx / A377x / A37Jx and even against those you'd have 9-15 outs for straight or flush + 4 counterfeit outs against the A3 to scoop.

Really depends on how much FE you think you have - he could have the same A3 but be slightly ahead because he has one pair....some guys never fold nut-low no matter what (will just let their stack get quartered every single time) so really depends on the player.

I'd advocate for raising since it's spread-limit and he can only pop you for another $500; if he makes it $1500 then you'll know for sure he has A3 with something massive (like 55/77/JJ) and will be getting odds to call. He'll lead any river (even the ones that hit you) and you can then pump him for another bet on the river.

If we flat this turn and don't hit a straight or flush on the river we'll have to call 500 on the river into a pot of 1200 to get quartered. I'd rather put it in on the turn as a raise then call it off on the river.

If it was Pot-Limit though I'd just flat the turn.
