Why do you call it a hate crime when an out-of-state white supremacist goes to NYC intending to express his ideology by physically harming (killing) blacks

I saw it on MSNBC but not Fox. From what they said, 60 something bodies were pulled out of an ISIS booby-trapped building and that ISIS members were using civilian bodies as human shields. They seemed to be taking the blame off Trump, which is strange for them.
