I still think Romney can pull this out, if you double Cuyahoga and Hamilton, tie Lucas/Franklin, Romney can make up ~20K votes.

Yes but Santorum wins votes there too if you do it mathematically you have around around 10k votes out of the cleveland and the cicinatti county that Romney can catch up.
