There is nothing wrong with that at all.
It's not even that. She's living in Navy Yard because it adjoins Capitol Hill. While being all pompous about the fact that they're not identifying the building, you know, because that would be unethical, the Examiner in fact provided easily enough information to identify it. I won't name it, but it's a 5 to 10 minute walk from the Capitol building.

Like, those are mostly pretty normal for big new apartment complexes. Massage rooms are... rooms. Saunas are slightly modified rooms. I have no idea what a "full-scale demonstration kitchen with wood-fired pizza oven" is, but it sounds like a room with a pizza oven in it. The PGA golf simulation thing is a little unusual, but I could probably get all the other stuff in an apartment here in Adelaide which would not be considered luxury.
So yeah, it's not even that she's indulging a little, she's made a completely normal living decision.
