Based on the fact any incumbent running is going to be tied directly to the person impeached and have been a key part of the administration. That it played out in practice doesn't change the reality of any of it.
If anyone things trump resigns / gets impeached and thinks pence has any chance of winning an election in 2020 they are high.
This isn't just proven out by presidencies it human nature and literally takes place in the corporate world on a daily basis. The hand picked successor of someone who leaves in turmoil and disgrace is not going to thrive.
Pence would have had a hard enough time winning in 2024 if Trump's eight years were magical rainbows.
