Both senate/house have to pass a resolution for him to be able to give the speech in at least the house chamber (idk if it's both or not) in the first place.
Trump wins on this either way in his mind--either Trump gets to walk over Pelosi or he gets a petty fight with her and he wants both of those things.
I'm no Scalia, but the text of the constitution says,

So it must be given in front of the Congress, he can't do a MAGA rally in Sweethick, Mississippi and call it the State of the Union.
However, the same section 3 of the constitution does say,

he may, on extraordinary Occasions, convene both Houses, or either of them, and in Case of Disagreement between them with Respect to the Time Adjournment, he may adjourn them to such Time as he shall think proper...
So while he can't have a MAGA rally, he can tell both houses that they must convene in a joint session and give the speech then. The interesting part will be how he hand waves extraordinary occasions. Also, reading the constitution makes me realize the founding father's were just as random at capitalization as Trump is.
