Broken Windows aside, he's generally considered to have done a pretty good job. There were successes against organized crime, he inherited a large budget deficit and balanced the budget.

In 1996, Giuliani said, "I believe the anti-immigration movement in America is one of our most serious public problems." In the same year he said, "We're never, ever going to be able to totally control immigration in a country that is as large as ours." He went on to say, "If you were to totally control immigration into the United States, you might very well destroy the economy of the United States, because you'd have to inspect everything and everyone in every way possible."
