Well if immigration is ok then all they are doing is defending themselves against aggression so yes if it gets that far.

I'm not asking you to guess at what sort of logical consequences your misunderstanding of their position filtered through a Rothbardian ethical worldview would have, I'm asking if anyone actually believes that illegal immigrants are justified in killing INS agents to avoid deportation(i.e. would vote not guilty because of justification if they were a juror in the ensuing murder trial). I contend the answer is no.

If this is a positive statement, I'm not sure how Stalinist Russia/other totalitarian dictators fit in. Did their state have its powers granted by the people?

If this is a normative statement, I'm not sure how Nazi Germany fits in.

I believe it. If all the non violent methods of self defence have been exhausted, they are thoroughly justified in defending themselves with lethal force. I wouldn't say it's a particularly good idea but they are justified in doing so. If you don't think there is such a thing as immoral immigration and you agree with the principle of self defence you can't logically argue any other way.
