Well yeah he's up for reelection in the Senate, it presumably would hurt his chances at reelection to run for President and clash with Republicans. He might be a strong enough candidate that he doesn't care though. The real target for a Rand Paul presidency is 2020 though running in 2016 might be an important part of it.
