This would have passed by 4+ points if the vote were held in Nov '18 or Nov '20.
I don't blame voters that don't see the value proposition. This is almost certainly justified for some substantial portion of residents. Part of the problem (as noted in my OP) is that it's crazy to try to fund a heavy rail transit system on the strength of a county sales tax.
