FWIW, you're right in a big sense. Illinois football has been nothing since the slush fund scandal of 60s. However, Illinois fans don't expect the program to be up there with the Ohio States and Michigans of the world. What Illinois fans expect, and with good reason, is for the program to be .500 or above every year with a good shot at a Big Ten title if things fall right every 4 years or so. Why do they think this?
Well, Illinois is set up the best of the rest after Ohio State, Michigan, and Penn State. Basically, the midwest has great recruiting in Ohio and Western PA. The rest of it is pretty meh. However, Illinois has the population base compared to the rest. Illinois could still afford to lose some recruits to Michigan and Notre Dame in the Chicago area, but still be ahead of Minnesota, Iowa, Wisconsin, Northwestern, Michigan State, Purdue, and Indiana. After the big schools, Illinois should be set up best for recruiting. In addition, Illinois has the best media outlet. While Chicago is a split city, there is still no doubt that the Illini are the biggest presence in a huge television/media market. When Notre Dame is good, they get some good press. However, the Illini still get the larger column space and more time on the tube by a considerable margin over every other team. Illinois also beats out the other Big Ten wannabes on size and wealth of the alumni base. They did get a new stadium renovation through with the program sucking balls. Illinois fans basically expect to be the best of the rest. They don't have the natural recruiting base and huge in-state support of Ohio State and Penn State. They don't have the national recruiting base of Michigan. But, Illinois is set up slightly better than the other 7 schools in the conference. For the program to not be slightly above those schools, but, instead, be considerably lower than all but Indiana over the last 15 years is a huge failure. Basically, the fans expect the Illini to be what the program was through the Mike White and John Mackovic years. I think that is pretty realistic. Mike White came back to campus for the Spring game this year and was treated like a conquering hero.
