When to play medium strength hands aggressively? When to play medium strength hands aggressively?

I've been reading Fee's guide tonight and came across an example hand where he says that it's ok to c/r KQ on Kxx in some situations though he didn't specify which situations these were.

My normal play is c/c medium strength hands if I don't have the initiative. But when is it correct to play your medium strength hands more aggressively? Example hands with nothing but hand strength would be KQ on Kxx, AT on Txx, or 99 on 782ssc. When would you c/r a cbet and fire a turn or bet/call a flop and bet or c/r turn on these boards? What reads, history, relative positions, and opponent ranges would you need to make a more aggressive play in these spots be the best play?

Please don't tell me to post a hand as it would take me a very long time to discern the answer to this question by posting many many hands.

You c/r KQ for value on Kxx boards if villain will stack off with worse kings. Most people don't have the right image for this vs regs and will only be called by better...if that's the case CR air more often.
VS fish it's often a good valueraise since they'll call with any king, flushdraws and whatnot.
