I found this one really awkward. Board is bad, stack sizes are bad. On the plus side, villain is bad

Villain is 31/9/1.45. He has 89 behind on the river, pot is 72. Can I bet/fold here? What is the best line?

I dont think you can bet-fold profitably with the stake sizes. I might check-call. You might get enough induced bluffs by checking the river to make that the best move.
