Is this a call? Villain is a meh reg, runs 23/15/1.5. I have a note saying he bluff raises dry flops. My plan was to check shove any blank turns. Thoughts?

I'd like to have a read that he is capable of overbet bluffing before I make this river call, but he can definitely have a ton of air in his range on the flop and turn.

I dunno, seems like quads, 7's full or nothing. Not sure I'd call in game, but it's prob not terrible. Certainly a lot of missed draws he semi-bluffed the flop with/gave up, but he would have to then spazz out with those.
