Range for Flatting 4bet OOP

Hey I wanted to get a better idea of the range of villain in a hand I played.
it a 25NL hand but I wanted more experienced player to comment.
I have JJ on the BTN and open for 2bb, Reg in the SB who is a 23/17 3bets to 7bb and I 4bet to 16bb the villain flats.
What do you consider this flat range to be weight towards?

AQ. Obv could have some slowplays but I think his most likely hand is AQ.

Probably hands he isn't comfortable shoving, but thinks are too strong to fold. So AQ, AJ, ATs, KQs, 88-JJ.
