you want value from 55-99/draws/bluffs without autostacking off to AA-JJ/22/44, so yes, a call is standard.

it's true that this is a very villain dependant situation
if he's a fish, he most likely has the goods here (seeing as they don't raise draws as often as regs)
a regular will have a draw/air here more often, because he correctly assumes that this flop won't hit you a lot of the time
