KQs - raise or flat the flop?

Villan is a reg, running at 16/14/4, although we haven't really played any big hands against each other untill this point - I'm playing 21/17/4. I think the line I took has to be used occasionally against such players, but is it better than simply flatting the flop? And once we're at the turn, where his range (correct me if I'm wrong) appears to be 99/TT-AA, does anyone give up? He has to call $56.50 to win $144........
