Looks like a blind vs blind situation, so his opening range is fairly wide. he doesnt cbet this flop but goes for c/c. I assume he can do this with a lot of hands that have quite a bit equity or even monsters.
The turn puts a bunch of possible draws on the board and villain couldve connected easily here, when he leads out I would think he has sort of pair+fd,pair+oesd, two pair, slowplayed set, TT, KQ (hes a fish). the majority of time I think hes leading out fearing to miss value.
The river completes lots of backdoor hands and I would think that villains shove sticks to his donklead on the turn. He has a monster here and shoves the river to look bluffy. This should rarely be a bluff imo. so flog has to fold except the times he made the nutflush or boat.
