Villain is a total calling station, but he came alive on river. My guess was that he had a 6, though a smaller set that boated also crossed my mind. Would you shove here, or stay small to try and get a call?

Nope, it's still a fold. You just need the board to come out so **** perfect (as it did here) to be at all happy about putting much $ in the pot w this hand in a game where your FE is limited and you will usually need to showdown a hand. You are OOP and you're going to lose a lot of money making one/two pair with this hand.

FWIW I agree that this is a fold PF. This is extremely tagfishy. Hell I wouldn't even limp this if it were suited. And no, I don't complete the SB with ATC in that situation. This really is akin to throwing away a small blind.
