1) Because with most of villains range hes check-calling or check raising that flop. What unpaired cards does Villain relaistically call the preflop raise with?? AQ? unlikely but we'll use that as an example. By betting you stop this one unlikely hand from having free cards and even then its only to 3 outs...the rest shove on you or you put more money in when your behind (when they check call) if they have JJ for example. Checking back is better than betting. Even if he did have AQ there some players will shove your c/bet with air anyway. Your bet achieves nothing.
2) Personally yes. By checking back you give Villain the chance to put you on AK which means they may shove the turn with QQ-JJ to an undercard or may even try to steal with something like AK-AQ....with KK im more likely to bet but AA im checking back there.
