200NL: two pair facigin turn minraise 200NL: two pair facigin turn minraise

This guy is an unknown and I just sat at the table, so i have 16 hands on him and he's 42/24. Preflop is arguable but I think defending there is ok. Flop and turn bet is standard, but what's my line after he minraises? Call or shove are the only options in my mind, because I have no reason to believe that if I flat, villain should shove any river checked to (which, if he was any good, he should).

I have a two part question -

1) Is my thinking that flatting here is NEVER correct against an unknown?

2) Do you fold or shove?

uhm this is a very easy shove and flattings sucks.
i don't like pre.
