200NL: He flats my 4bet

Villain has been pounding on me with 3b's both IP and OOP, we are playing 4 tables of 200NL 6-max together (along w/ other regs and fish).
I would estimate his 3b range to be 10-15%, hard to say w/out a HUD.
I have A
3 in the CO, and raise to 3x, he 3b to 10x on BTN, I 4b bluff to 24x and
he flats.
We are 100bb deep.
I am OOP and act first and the flop is

Should I cbet or just c/f, or c/jam? He seems like a competent non-fish reg.
