just check/fold the flop if you're not willing to get it in when you hit the second best card in the deck on the turn.

however, i do think it's possible for UTG+1 to have Asxs here. with the fish acting behind him on the flop, he should probably never 3-bet the flop (because it most always pushes the fish out).

i definitely don't agree that raising the flop is bad, however, i would raise bigger. we're giving the reg 2:1 to call, but calling station behind him is never folding so it's really 3:1.
