Villain was 28/22 over 39 hands, no reads but think he's a reg. I don't tripple barrel enough OOP, so people can fold a bunch of stuff when i get aggressive, if they want.

Would be nice to have reads to determine if he thinks that is a standard turn card for regs to barrel on (I'd say 100% he expects you to barrel J+, but not sure about a 10). Since he might have already folded Ax and pocket pairs under TT on the turn, it's a bit difficult to determine if the river bet is +ev or not.

Given the limited information we have on villain, I'd probably just check to see how light he's willing to call the turn barrel. If he shows down any pocket pair under TT or Ax, then you can start triple barreling. However in this case, I think checking is the better option because when you bet the river you're kind of in the dark about his range since you have no reads. You want to triple barrel on boards where you know for sure that he almost never has the nuts. The problem with triple barreling this board is that it is very dry so he could just be calling down in position with the nuts.
