Villain is 21/12/1.7 over 100 hands and does reload their stack so I'm assuming he's weak.

I already donk-bet into him when I hit a set a few orbits ago

I never donkbet HU if villain often cbet in the actual spot.

Why do you want to build pot? The implied odds decrease if the flop pot gets bigger. And if you want to build pot, I think a donkbet is the worst way of doing it. He often cbets that texture, and your c/raise looks like a semibluff/pure bluff, which he may want to push you off lighter than normal.

I like c/c on that texture because I dont think he doublebarrels on that texture very often, so you get a freecard more often.

If you want to take a more aggressive line, you need FE, which I dont think you have often on the flop. Not vs. good players, i think.
