Villain is 23/20/2. History: 2 hands ago he checked a low flop, bet the turn, and I called him down with A high.

There's really no missed draws that this sort of villain would play this way... AhX/KhX is almost always double barrelling rather than check/calling.

Villain will almost always be pot controlling when he check/calls the turn with a weakish Qx (QT-QK) or solid pp lower than Q's.
(he's never check/calling a boat/flush because it'll be so hard for him to get stacks in)

So given that his check/calling range on the turn is so narrow, his check-raising range on the river is minute.... And he'll almost never have any bluffs.
[He almost always has TT and occassionally QTs]

Fold. He's not bluffing.

FWIW, i'd fold pre unless everyone to my left were weak/tight... You're going to get squeezed too often, not necessarily have position if more callers come along, and KQ isn't that great versus an utg opening range.
