But TT is basically my hand but you also get to beat 88-99. Is that enough to justify a raise instead of flatting? What's the standard play here with TT?

he can have A7 when you have TT. i would raise with TT and fold to a reraise then bet a turn card thats below T and also do a small bet on the river.
