1/2 NL short, what does our hero have here? 1/2 NL short, what does our hero have here?

So i was watching my friend playing online poker last night at 1/2 NL short table, and this 1 hand got me thinking that what our hero is representing here.
Unfortunetly i cant provide most accurate HH, but ill do my best, ill be showing this from villains POV just cause i couldnt put my friend to hand after this play.
From table image, its quite TAGish.
Our hero here is playing quite solid game and likes to do some moves once in a while. Fairly TAG overall. While our villain is tad more loose.
No other history between these two.
We discuss lots about hands we play and try to figure em out, but here i could not put him on hand.
what would you put him after this play, what is he really representing here?

Seat1 Co
Seat2 Button(hero) (260$ish)
Seat3 SB
Seat4 BB
Seat5 UTG (Villain) (200$ish)

Villain Opens from UTG with 99 to 7$
Co folds.
Our hero calls from button.
SB & BB folds.

Flop, 7 5 T r
UTG opens with 10$
Hero calls.

Turn Q, no flush draws on board.
UTG bets 30$
Hero raises to 60$
UTG calls

River 8

Hero bets 70$

Sets and QT with an occasional 98.
Call preflop + call cbet + raise turn = probably a very strong hand.

I think that river bet of 70$ was good after decision to miniraise on turn, im not saying i like he's line here, but it was somewhat fitting to turn. but im gonna agree that turn raise was where it all started to go wrong.

Just to add something to question here i forgot to put in my first post.
What would you do at UTGs position after river of how its played, fold, call, raise, and why?

And lets say our hero would of raised it up to 80$ turn, how would of you played it as our villain, would of it made any diffrence?

As villian, I fold 99 after it's raised on the turn. Doesn't matter what the raise size is.

As played, fold river. Calling is pretty bad, and raising is even worse. As stated before, hero's most likely holdings after the turn raise are sets/2pairs, and he's not folding to a raise.

Hero's bet sizes are OK if his read on the UTG player is that he'll call a turn raise and a clear river value bet w/3rd PP here.
