When I thought about it, it's tough to put him on 44,kk,qq so what should be my line of thinking here?

I would fold at PLO $25 due to the massive nittiness, I might not fold against a lot of opponents at plo $200 (probably still the majority of players though).

Why can't villain have a set here?

The thing is, omaha is super villain dependent. If villain was a 40/1 player, then he could easily have a set here. However, if villain was 50/25, then I'd say KKxx or QQxx make up a tiny portion of his range.

Against a complete random with no stats or reads, you're better off folding here because you're flipping vs a wrap draw at best, and crushed by a set. And at PLO25, most players are calling with draws, and check-raising their sets here.
