I'd recommend not thinking of it as "trying to spin up a stack".
I buy in for 40bb as a rule myself these days, but only because people often make their biggest (at least, loosest) mistakes on early streets and it can be hard to decipher folks' wide, idiosyncratic ranges on later streets when they're VPIPing so high. I'd prefer to be guessing in big pots less often.
If you're buying in for 40bb, you also need to know when and how to change gears if you do "spin up a stack" (unless you're just going to hit and run, which, hey: it's up to you).
This is harder than it sounds. 100bb PLO is very different from 40bb PLO (not to mention 200bb+ PLO, which is pretty common in live games in my experience).
As to your question, it kind of depends on the action. It's not especially likely that you're making a huge mistake in that situation, but it's also not really the best spot in these kinds of games.
