I admit I don't know for sure, but here is my attempt.

If villain flopped 4 of a kind - then hero's equity would be very close to 0 on the flop and therefore < 33% - so these type of flops would not be included in the calculation. This simulates decent flop play by the hero (ie. if the flop came 333 - he's not stacking off) .

otherwise if hero stacks off on the flop w KJ87 ds, then overtime, he will be ahead 1%.

The interest is to know the equity you get when you get it in on the flop with SPR=1 assuming you are playing perfectly.
Basically it can help you determine if it is EV+ to call a 4bet here against a range of 10%

So you're saying that the 33% refers to pot equity ?

No 33% is the minimum equity your hand has on the flop. BUT... for it to make sense you will get it in EV+ if you have a SPR of 1 or less.
