Villain is loose agressive regular 34/16/5, AF 3, Flop c-bet 55%. First, is preflop call pretty standard even OOP? Second, when should we elect to lead this flop and when should we opt to c/r this flop; what stats and considerations should determine our decision?

Their fold to donk and fold to CR stats are probably useful. As are the % of times you do both actions, and how aware of this they are likely to be.

Effective SPR is under 4, so he's shipping pretty light, you have virtually no fold equity. IF you actually do have it, c/r is good. You're never folding here anyways, right?

I am definitely never folding, the only hands that crush me are KKxx and AAxx with hearts. We are basically a flip vs any other decent hand. I though that leading such a drawy scary flop, may actually give me more fold equity and get some folds from some nitty oponents with weak AAxx, because with this low SPR, if I go for c/r I don't think villain ever folds, and he shouldn't being so committed after a c-bet IMO.

Definitely check-raise. Betting opens the action for him to shove on you with AAxx and you're gonna have to call, you might get AAxx to fold if he bets the flop, even if he shouldn't. Leading might get him to fold his air hands that he would otherwise bet/fold so you earn an extra bet without showdown when you c/r.
