OP: calling flop becomes a bit fancy-play. Raising is good. Note that this is (imo) a very good spot to lead out on the flop. You should have a leading-range in general, and in this situation you might be lucky enough to get a call from the passive player in the middle, before PFR shoves over your bet+his call.
If the passive player in the middle folds, it is very likely that he would fold anyways, when the PFR bets and you raises. This way, you ensure some extra equity the times he feel he is strong enough to call one bet (i would bet around two-fiddy ($2.5)) but he is not strong enough to call the PFR cbet + your shove). It is also likely (though not certain) that the PFR will call/shove about as often as he would cbet if you both check to him. Not completely sure of this though, been couple of months now since I played $10PLO.
If I donkbet $2.5 I'm shoving all turns no matter what, on this specific board
