Villain seems laggish over a few hands; I have a note on him showing that he's competent at NL.

Should I raise bigger the flop? How would you play the turn?

What makes this hand difficult is that you didnt check raise for full pot on the flop. Because of this he is calling that raise with a much wider range, and we also have a lot more left behind leaving us with a little bit more difficult of a decision on the turn.

I probably still bet/call expecting him to have 45xx or the higher wrap draw most of the time.

Also, I fold pre.

don't know why you'd play the flop that way if you're going to be lost when one of the safest straight-forming cards comes on the turn

fold preflop, c/r flop full pot, shove turn...the turn is not such a bad card as you might think, his calling range against your not full pot size reraise is wide (remember he has positon on you)
