The way I figure it, he's either got very little, a decent-ish draw, a strong draw, or a hand that dominates you. If you raise small, he'll fold garbage, probably call a decent/weak draw, and very likely to get the money in if he has you crushed with a strong draw or bigger pairs/sets. If your plan is to fold if he 3-bets, I would consider this. Hero's hand is unlikely to improve by end of hand and a lot of scare cards come. If he calls, you can evaluate the turn and if it gets uglier slow down and if it improves (ace, 9, 2), you can evaluate and if a club or straight gets there and he fires into you, give it up.
