yeh it is. in like 773 type boards its usually 1/3.

I don't get it why b/c should be the "standard" line vs. everyone. Ofc it's a winning play vs. the field, but it doesn't maximise winrate.

Yes, you have some fe, get worse draws calling etc, mut players are different. If someone floats every flop and then bets turn when checked, c/r is superior. Bet/calling smallish, if someone likes to semibluff turns and c/cing vs. people whos range is mostly made hands when calling flop cbets..
