1/2: weird turn spot in 3bet pot

Villain seems like a standardish reg playing 21/17 over a small sample size. I was pretty confused in general about how the hand played out and had a hard time giving him a range when he plays it like this:

If you can rule out set/str8 with his line, shove the turn. I would definitely play nut str8 + top set + flush draw like this. That should REALLY get you scared
