It can depend. I noticed the same thing in Australia. But I went to an all-inclusive in Mexico, and there was great service, even though all tips were "included" in the price of it. Perhaps because getting a job there was a big deal, and the management was very good at identifying good service. I noticed very good service in Korea, but I never paid the bills, so I have no idea if tipping is customary there.
Vegas had some of the worst customer service I've seen anywhere. Pretty much every restaurant we went to had awful service. The worst was at the airport, when we were in a bit of a hurry to catch our flight, and it took 15 minutes just to get menus, and then the waiter was just standing around doing jack **** to get us the bill. It's one of the few times I've ever stiffed someone giving him the exact amount of the bill and throwing a few quarters and pennies on the table.
